Public project proposal requirements
The proposal is made depending on how the respective projects are to be financed:
- If the project was submitted to MDSF as a Reconstruction process, with funding from the sector and/or the Fund, and has obtained a favorable recommendation from the MDSF based on the Investment Initiative (IDI) Form: the documentation to be submitted to the Ministry of Finance will be the IDI Form and the recommendation (RATE RS).
- If the project has not yet been submitted to MDSF, it must be established:
- Whether it will be co-financed by sector entities and/or the Fund in addition to resources donated under Law No. 20,444. The documentation must be submitted through the Fund’s platform and be categorized as a Reconstruction project in accordance with section 2.3.2 of the Norms, Instructions, and Procedures (NIP). The Proposer must fill out the corresponding IDI Form in the Integrated Project Database (BIP). In item 14, “Investment Financing Schedule,” it must indicate only contributions from the sector and/or the Fund. In item 21, “Financing Schedule,” specifically in “Other Contributions,” it must indicate the proposed contribution pursuant to Law No. 20,444, as an indirect contribution.
- Whether it will be financed exclusively with resources donated under Law No. 20,444. The Proposer must fill out the Reconstruction Fund Form (same form used for private projects) and submit it to the Fund’s platform for review by the MDSF along with the corresponding background information pursuant to section 2.3.2 of the NIPs and the appropriate process category. The MDSF will evaluate the documentation and issue a report.
